Where do we go to move the navigation bar from the left side of the screen to across the top of the screen. I can't find this for version 3 but I could for V2.

In the upper right hand corner look for the user's name and a icon that
looks like 3 people. Click that to see the user action menu. Then
click preferences to bring up the user's preference page. Then click
Action Bar tab and select horizontal to make the navigation bar show
along the top of the screen.
