Why is there no option to create a custom attribute of type float or double for a work item as float or double is a primitive type. Is it expected to use Int or String instead ?

Currently there is no support from the Repository to create custom attributes of floating point types.
In RTC 1.0 the possible custom attribute types are the ones listed in the document you mentioned.
