RQM 3.0.1 - URLs not working

RQM 3.0.1 is installed on Windows Server 2008 R2 Enterprise Edition, 64 bit operating system.

After installation using IBM IM I tried to configure it using the URL https://localhast:9443/jts/setup and the URL doesn't work. In fact none of the Jazz URLs work, I mean neither https://localhast:9443/jazz/admin nor https://localhast:9443/jazz/web.

I contacted Rational tech support and they said port 9443 needs to be opened in the firewall. I had the infrastructure team here open all the port in the firewall. Still the URLs don't work. Infrastructure team thinks it is application issue and RQM needs to be uninstalled and reinstalled. I don't mind doing that but what wanted to know the cause of this problem.

The folder C:\Program Files (x86)\IBM\JazzTeamServer\server\tomcat\logs is empty.

In C:\Program Files (x86)\IBM\JazzTeamServer\server\tomcat there's ibm-team-ssl.keystore, License, Notice, release-notes and Running.txt.

Any help is much appreciated.

This is a limitation of the "Program Files (x86)" folder on 64-bit Windows 7 & Windows 2008 operating systems. Executables in this folder are run in a sandbox (very limited privileges) unless invoked with "Run as Administrator".

One solution is to install your programs in another directory. For example on my Windows 7 machines I install all of my 32-bit IBM software (RQM, RFT, RPT, etc) in C:\IBM\ instead of C:\Program Files (x86)\IBM\.

Note that the installer does warn you about this limitation:

This issue was resolved with help from Rational tech support. In Windows Server 2008 where RQM 3.0.1 is installed the JazzTeamServer and CLM Applications had to be run by right clicking and Run as Administrator. When I was running it earlier by clicking it JTS did not have permissions to access several files.
