Snapshot Promotion doesn't seem to do much

we've tested a Snapshot Promotion on a project defined with two streams (DEV and INT).
So we've created a few changes sets, delivered them and finally created the Snapshot in DEV and decided to Promote to INT.
what it did is that it actually moved the Snapshot Label to the Integration Stream (INT).
But once we've changed the Default Flow of the workspace that was including the change sets that were included in the created snapshot, it still proposed to us to deliver those change sets to the Integration Stream.
What is the purpose of Snapshots Promotion if they don't deliver the baselines associated to them to a targetted stream?
Please advise.

The 'Promote' name is misleading. It is being tracked with https://jazz.net/jazz/resource/itemName/com.ibm.team.workitem.WorkItem/103938.
It sounds like this story is more along the lines of the 'Promotion' that you're thinking of.

For now, you'll have to manually deliver the changes to your INT stream.
What is the purpose of Snapshots Promotion if they don't deliver the baselines associated to them to a targetted stream?
You can also create a promotion based build definition that will promote the snapshot that is created during a build to a target stream/workspace.
