How to add viewlet to dashboard?

We are hoping someone can point us to the definitive guide or documentation on how to create and then add a viewlet to the list of available viewlets in Dashboards (general availability to all of our RTC project areas). For example, we noticed there is not a 1 to 1 match between the currently available viewlets and report templates. Also, we have created some custom report templates for which we now want to implement dashboard viewlets. We found the following Jazz Team wiki page on "Viewlet Authoring" which appears to be a viewlet plug-in development guide for internal IBM Jazz development team (not external customers): https://jazz.net/wiki/bin/view/Main/ViewletAuthoring. We also found instructions on how to add new viewlets to the Viewlet Chooser, but we can't see the settings for existing viewlets so it is difficult to guess what settings should be:
