I can create a snapshot using "scm create" but is it possible to replace a workspace with a snapshot (or baseline) from the command line using scm?

Yes, using SCM Tools you can. For example: /opt/scm/jazz/scmtools/eclipse/scm workspace replace-components --all -r buildMaster myRTCworkspaceToReplace snapshot myRTCSnapshotLabel
