Distributed SCM --- need each server's license?

Hi,

I have a question about distributed SCM.

If each developer deliver change set from A-server to B-server,
each developer need both A-Server's license & B-Server's license?
(we think my customer may not be able to use one floating server -- because network is too narrow)

Yes, the contributor who performs the distributed deliver (or accept), will need a developer license on both servers.
