Dynamically specify attribute as required / read-only?

We need a way to dynamically specify whether an attribute is required or optional, as well as read-only for a work item in a presentation. We need a way to specify attribute behavior when a user displays a work item as well as when a field value changes.
What appears to be available currently in this area exists at process creation time, and we need something available programatically at run time. For instance, the work item Save operation advisor (precondition) can specify required attributes, but is static. We have situations where a value specified in one field may make a certain set of fields required, and other values would make fields not required, or even not applicable (read-only).

We are looking into how this can be done RTC 3.0 currently. Does this capability exist, how can we implement such a feature?
