Download Asset Button

If there are no files associated to an asset, why does the download asset button appear or allow a user to select it. The user gets a manifest.rmd file which is misleading. I know people "should" look at the content link first but many users seem to skip that.

An Asset is not just the content files. It is also the asset definition,
i.e. the manifest file. So even if there are no artifacts there is still
an asset. This allows programs to find information about a downloaded
asset by looking in the manifest file. Individuals can also look at this
file after it is downloaded to find out info about that asset such as
the version or description of the asset that happens to be sitting on
their file system.
