Note: The date shown is actually the 'last modified' date (not counting change set comment modifications). So when a change set is first created, it will be the creation date of the change set, and when changes get checked-into this change set, the date is updated, and finally when a change set is completed (either manually or indirectly because the change set was delivered somewhere), this date is updated one last time. So in a way (since the majority of change sets are completed), you can think that this date in general represents the 'creation date' of the 'completed change set'.

David, this is 6 years old. I would consider closing them if it makes sense.

Where are you seeing the date? Web client? Eclipse client? Which view in
the Eclipse client?

How is the date wrong? Wrong format? Wrong time zone? A seemingly
random point in time?

The time that I see for a change set is always the time that it was lost
modified, not the time that it was first created. (At least I think
that's what I see. I have never really looked into it.) Could that be
the issue?
