For the Jazz Team Server, there is a "license.html" file located in the

"server" directory which contains the End User License information.

For Rational Team Concert, the "license.html" file is located in the
"<install location>/jazz/client" directory if you installed using the
zip or in the root of the installation directory (C:\Program
Files\Rational\TeamConcert) if you installed using the IBM Installation
Manager installer.

You can also find it online from the downloads page (there is a
"Software License" link near the bottom). For example, here is the link
for 0.6 M5:
