No, not really.
This capability will be making its way into RQM 3.0 courtesy of this plan item:
29375: Support RQM views based on filters and queries

In prior versions of RQM you can filter on "My Test Scripts only" and by a specific "Originator". Not exactly what you're asking for but might be a help.

We are currently running RQM 2.0.0.1, buildID I20100126_0933. Is there a way to get a listing of Test Script by Owner?

Actually you will need 24704 first so that you can assign an owner.
Currently there is no way to assign an owner to a artifact like test
plan, test case, etc.
