Is there any way to associate WIs from different project areas?

You can create parent/child links to a work item in a different project
area, as long as it is in the same repository. To create
cross-repository links, you'd need to use one of the C/ALM link types.

More about this, you can find at RTC Information Center:

just type C/ALM and you'll get all needed instructions. If you need any additional help, just ask, because I set up these steps last month successfully.
