Is there a way to progress a Team Concert activity through the lifecycle
automatically ?

For example - a record progresses to a new state and as a result an
associated record progresses through the lifecycle.

There is no built-in way to do this.

However, jazz enables this kind of functionality. When a work item
changes its state a work item state changed event is issued. In the
process specification of a project area or the process customization of
team areas Jazz allows to specify which event handler(s) should be
called in response to which events. In order to be available in the
process specification/customization, event handlers need to be
registered with the server side jazz process plugin. We currently don't
provide an event handler that does what you describe, but one could be
implemented. (Not necessarily by us.)
