What is the minimum linger time for a RAM 7.1.x license, and how is this set? Linger time = time that a user retains a license, after they have logged out of the application.

As Rich noted above, it is the session's timeout; configured on the container

Technically there isn't any linger time. When user logs out it is
released. If the user never logs out and has no activity for X amount of
time (session timeout defined in the app server, usually 30 minutes)
then the session will be invalidated and the license checked back in.
