Changeing the timestamp format.

We have seen a change in 2.0.0.2 ifix1 regarding timestamps.

From

Mar 11, 2010 3.18.13 AM

to

2010-03-11T03:18:13Z

When was this change made?

Can we get rid of the T and Z?

This is a sync update from the cc synchronizer...

I'm not aware of the calling code having changed, so something probably
changed in the service layers being invoked. The best approach here
would be to open a work item for the CC Synchronizer team ... make sure
to specify the specific context in which you are seeing this timestamp.
