Where do I submit an RFE for RTC?

I've run into an issue with the RTC client for Visual Studio which I've been told "works as designed" even though it's inconsistent with the Jazz/RTC functionality. Specifically, I can't create a repository connection that doesn't use https and the secure port despite the fact that it's possible to turn the security certificates feature off.

It was suggested I submit an RFE for this issue and I was given the link to the RFE page on DeveloperWorks. All well and good except that RTC/Jazz isn't one of the products for which there is the option to submit an RFE.

So, where does one submit RFE's for RTC?
