I don't recall seeing this as something you need to enable. However, a preview for an attachment may only be available for certain types. For example, I know it works well for images like .png files. But I don't think it works for Microsoft application file types. A rich hover will say that a preview is not available and that you have to download the attachment and then view it locally in an appropriate application.
