 For all I can tell, there is currently no built-in precondition/advisor available that would enforce this. 


It would be possible to create a custom precondition. 

Note that it would depend on the link type you want to enforce if this is going to be reliable. As far as I know, some of the cross domain link types such as tracks/contributes to will not trigger the work item save precondition when they are created or removed. So it would be possible that a user removes such a link and the advisor would not notice. This was what I have seen when I prototyped such an advisor for the tracks/contributes to link type.
