RPE License Issue with JAVA API

Hi, 

We are facing the following issue while created a new document specification file using RPE JAVA API.

CRRPE3010E The license could not be verified.
Unable to access license factory

We are currently using RPE version 6.0.6.1 and also have RPE 2.1.2 installed in a different machine.

There is a workaround specified in the following IBM Support pages. 


Not sure if the issue is because of the tl_lic.dll file, because this file is not found in any of the RPE packages mentioned above. 

We are able to create a new document specification file using the command line API, but we face the licese issue using JAVA API. 

Can someone please help in resolving this issue.
