Send work items to Azure

 We have a system test team and a system development team that are not integrated. Test uses CLM/RQM/RTC while development uses azure. I have been asked to find a way to make it so that work items (bugs) created on RQM end up on azure and test engineers are notified when the bug fixes need verified. Where can I find documentation on extending RQM so that I can determine the best way to make this happen that would be most appropriate for our teams?

I have studied the question several times. I don't understand it. Usually web based applications can be made available to access from outside. The developers should be able to remotely access the ELM environment and read work items regardless where they work.
