In case of RTC checkout fails because of network issues /Server Down/any other issue is there any automatic procedure to retry the checkout.

Jenkins jobs are configured to use RTC Polling (RTC Checkout Plugin)
We are facing this error randomly in some of the jobs.

FATAL: RTC : checkout failure: CRJAZ0099E An HTTP error occurred when this URL was being accessed: /ccm/service/com.ibm.team.build.internal.common.ITeamBuildService. Error details: An existing connection was forcibly closed by the remote host.

Queries 

1) When does this type of error occurs ?

2) In case if this error occurs, do RTC have any automatic Retry Mechanism ?

3)  Is there any option to enable additional logging on Jenkins or ALM.

2) This  is in Jenkins and not in RTC. If builds fail with this, there is obviously no retry
3) The RTC Server has logging that can be configured if you have an idea what to look for. More logging for the Buildsystem Toolkit would likely require to work with support.
