Why does IBM not use it's Jazz product for it's own development ?

Some teams in IBM use the Jazz tools (now called "Engineering Lifecycle Management" -- ELM). Some teams use other light-weight tools, for example, if their development model is more like an internal open source collaboration. As aways we recommend teams use tools that enable them to implement an optimized development process given their particular constraints and priorities. When organizations have many teams coordinating in or across large programs (sometimes framed as "agile at scale"), when teams value careful change management, care about modeling as a design discipline and the lifecycle management of these models, when traceability is seen as a key to manage complexity rather than an unnecessary overhead, when teams need to prove they have met requirements and followed a prescribed development process, when the cost of failure is high, when teams work across a supply chain or are creating multiple variants ...  these are examples of drivers for using the ELM tools.
