Preventing changes to specified components

I hope this is going to be my last post of the day... ;-)

Is there a way to prevent making changes (checkouts/checkins) to specific components visible in a given stream? In other words, declaring these components as non-modifiable?

I'd be interested if anyone does. I'd like to have common components available across all projects (common ant scripts with targets and macros, some security stuff...). ClearCase UCM manages this sort of thing admirably with non-modifiable components - surely it's not that hard to implement in RTC...?
