Accepting Change set fails with java.lang.IllegalArgumentException: CRJAZ2795E in Eclipse client

In the Eclipse client .log file the following stack trace is reported

java.lang.IllegalArgumentException: CRJAZ2795E Details about the error were written to the server log file. To find this data, search the log file for this identifier: 838E9C480514C75C7000230DC4BC9224FA2DDC21.

The baseline from where a accept is being performed is an empty baseline. How do we fix this issue?

The exception indicates, that this particular workspace has corruption somewhere. If you want to keep working on same workspace workarounds would be to replace the component with latest from stream or create a new workspace to work with.
