 Hi,

When sending a change set to be reviewed, is there a way that that change set only allows changes by the owner and making changes are restricted for everyone not owner?

I believe there is two parts to this question:
a) Can we restrict a user who is not the owner from attaching the change sets to a work item? No.
b) Assuming you are using the code review tool can we show only change sets attached by the owner? No. By the way, you could select the appropriate change set (based on the change set comment) from the drop down at the top of the diff pane.
