The Link cannot be created because the change request is already approved. Is this the expected behaviour when we link a work item from the changeset which is already approved?

1. Create a workitem in RTC.

2. In DNG create the changeset from Dev stream and link it to the workitem

3. In RTC approve the workitem

4. Deliver the changeset to the DEV Stream.

5. Deliver the same changeset to the parent UAT stream.

6. Then they try to link the already delivered changeset in UAT and link that to the workitem.

Here is where we get the error:

"The link cannot be created because the change request is already approved”.Is this the expected behaviour?

The error message is  accurate when trying to link the WI which has been already approved and you cannot link to the previously approved change request or WI.

So as the way out ,Add another pending approval to the WI.. then it'll allow to create the link  and then you can approve it.
