I'd like to automate the steps around provisioning the user in Jazz (not RTC). This would involve creating the user in Jazz and also according those Developer licenses.

Any pointers on API/REST URIs would be very useful.

JAZZ DEVELOPER
Take a look at repotools -createUser and repotools -importUsers. This allows you to create / update users and assign licenses to the user.
