How do I get rid of this error "another installation is in progress" when trying to install the RQMExcelImporter?

 One of our users is trying to install RQMExcelImporterSetupForDotNET45.msi but they get an error that says "Another installation is in progress"? What do we do? there is no other installation in progress, we checked the task list.

- check control panel to see if it was installed already
- check the default install location whether there was existing folder with previously installed or abandoned install dir and remove it
