Upgrade command stuck on "Checking the old application version..." step

 We are upgrading CLM 3.0.1 (fix pack applied 3.0.1.1) to CLM 4.0.7, as part of upgrade process we are running upgrade script for CCM application. After execution of this script starts we are stuck on "Step 0: Update config file... checking the old application version... " and not able to proceed forward even after waiting for hours.

It is a single server upgrade scenario and JTS application was upgraded successfully, we have made sure all the prerequisites are met i.e. user has admin privileges, user has read/write access to installation directories of CLM 3.0.1.1 and CLM 4.0.7, command prompt was opened in admin rights but CCM application upgrade is stuck on above mentioned step.
Here is the upgrade command - 
"E:\CLMInstall\4.0.7\IBM\JazzTeamServer\server>upgrade\ccm\ccm_upgrade.bat -oldApplicationHome "E:\Program Files (x86)\IBM\JazzTeamServer\server\conf"
Any help would be greatly appreciated.

 No Idea, this should only take a minute. Check the log files, make sure you did not miss a step.

Test this with a test system first. Consider upgrading to the latest 3.0.1.6 before upgrading to 4.0.x. 
Contact support. Unfortunately you have waited with the upgrade so long that your version is no longer supported.
