How can I recover a test environment that I deleted, its not showing in the trash, 6.06 RQM?

 Did you delete or permanently delete the test environment?  If the former, open the Trash view, select View >> Test Environment, select the test environment(s), and select Restore Test Environment(s).  Note, you need the Save Test Environment >> Restore permission.  If the latter, if cannot be restored.

I am an administrator in the project and I do have the permissions listed in your answer but I still cannot see the test environment in the trash view, I see it in the list of environment still but I cannot edit it or permanently remove it

Salwa, I'm not entirely sure what you mean by 'see it in the list of environment'.  Can you explain the steps you followed (many including screen captures)?
