There's both a xLinux SCM command line client and an ISPF client available
ISPF client: https://jazz.net/help-dev/clm/index.jsp?topic=%2Fcom.ibm.team.scm.doc%2Ftopics%2Fc_rtcz_scm_cli.html

From which platform would you like to deliver?
You can eg use IDz together with RTC.
