Dynamic Filters in Advanced Query (SPARQL)

Hello -


I'm creating advanced queries in the Jazz Report Builder with SPARQL.  

In one of the online help guides, there's a demo of a manually editing a query where they create a variable $Priority$. The guide states: 
For SQL, template parameters are defined by a string that is within dollar signs ( $ ), such as  $Priority$ . This string defines a text parameter for priority that will be substituted into the query at run time, based on what the user enters when they click the lock on the dashboard. 

Does SPARQL have this capability? If yes, is there documentation on how to use them?
