Can't link to workitems across servers

I created the friendship between the servers, but when I try to link to the workitem on the other server the projects on the other server are not listed. The friendship was created for the servers the workitems live on so shouldn't the projects display in the project dropdown so I can select the project where the workitem I want to link to is located?

Also, Membership has it's privileges as well.  One must be a member of both local and remote projects.  The association someone will need to make is "related change requests".

In addition to make the two servers friends of each other, you also have to add an association between the two project areas holding the work items that you want to link.
