Do you need jazz admin privileges to move work items between project areas

I have full access as an administrator to two project areas, but I am not a member of the jazz admin group. I tried to move a work item from one project to the other and I received an error message that I don't have permissions. However, I cannot find any permissions related to moving work items between project areas. So, do I need to be a member of the jazz admin group or is something else preventing me from moving the work item?

You do not need to be a jazz admin to move a work item from one project area to another. 

You do need the appropriate permissions (and therefore the right roles) in both the source and target project areas.
I haven't had a chance to check what exact permissions you need, but you can experiment by first assigning yourself all roles, and then start removing roles to see what are the key role required.
