Applying Lock for a package in Design Manager (Version 6.0.4)

Assume I was having following package structure in my project in the design manager.   

Level_1_Package 
         ---> Level_2_Package_1
                      ---> Some design elements, diagrams, etc 
         ---> Level_2_Package_2
                      ---> Some design elements, diagrams, etc 

         ---> Level_2_Package_3
                      ---> Some design elements, diagrams, etc 

I applied “lock” to "Level_1_Package " (so that other couldn’t edit this package) and my understanding is that all the sub-packages will also be locked by doing so. However, it seems to apply lock only on the parent package "Level_1_Package " and still others could modify the contents within Level_2 packages. Please some one suggest how to apply a “lock” to "Level_1_Package " which could be cascaded to all Level_2 packages as well.
