Is it normal that RTC refuse us to save a child item if parent is closed with precondition "All children resolved"?

Hi Someone who may concern,
 
         When we tried to update a customized attribute for a work item in close state, RTC refused us to do so for the reason "the parent of this work item is resolved". Both parent and child work item are in close state. 
          When I removed the the precondition " All Children Resolved", RTC did not refuse us to save child work item any more. 
           So, we are wondering whether this is by purpose?
           We suppose the precondition should only care about the status transition, just as description said"Requires that a work item can only be resolved if all of its children are resolved." But not sure why it reject our request to save other attributes which is not relevant to status.

 That sounds like a bug to me.  I'd suggest filing a PMR with IBM support.
