What is the downside to decreasing License checkout time to the minimum

We have a couple hundred RTC floating contributor licenses but have recently been getting license denials errors. When this happens. we can see that all licenses are checked out in the license lease report in JTS.

The floating license checkout time is set to 3600 (1 hour).  Depending on the time of day, we can see 20%- 40%  of the leased licenses have less than 30 minutes remaining.

If we reduced our license checkout time to 1800 (30 minutes), we would release about 20%-40% of our licenses sooner and would allow for greater user license capacity by "cycling" the license leases faster.

What are the disadvantages in cutting down to the license lease times to the minimum?

In the old version, default timeout can not be decreased but you are allowed to reduce the expire time to 30mins in the later version.
But the consideration of limit checkout time still stands correct. It is better to educate the users to logout to return the licenses if they don't need it any more for a foreseeing time range so that other users can have the licenses when needed.
