From the all downloads tab of the download page for that version of the product RTC.

Maybe I need to qualify, I am trying to do this on the IBM i and I don't see any license keys for that

That just it, I don't see any license keys under the all downloads

Make sure to go to the download for RTC. NOT CLM or any other packaging.
