Why can't we create a baseline on a component in a Stream without having Modify Components in Stream permission?

 We are running RTC 6.0.4 with iFix005 (were using 6.0.3 with iFix004 earlier and had same issue).  We restrict the permission to modify components in a Stream to select users in our project areas but grant baseline and snapshot creation to all users who can deliver change sets to the stream.  Our users can create new baselines in their workspace and deliver the baseline to the stream.  They can also create a new Snapshot on the Stream and it will create the necessary baselines on the components in the stream.  However, if they try creating a baseline on the component itself from the Stream, they receive a permission error saying they don't have "Modify the stream components" permission.   This makes no sense as they are not replacing the component, just making a baseline.  I know this used to work (pre 6.0 but don't know where for sure) as we have had our permissions configured in this manner since 3.0.1.1 and users have been able to make baselines at the Stream level.   Is there some justification for this behavior or is it a bug that I should write a PMR for?
