Why PermissionDeniedException while programatically adding file to the stream using change set

 Hi,


I had written server side follow up action to  add the file in the stream and associate it to the work item.
while creating the change set it gives the below exception -  
com.ibm.team.repository.common.PermissionDeniedException: CRRTC5039E.

I tried below ways to resolve the exception :
1. Check all the permission of component.
2. Check scope of component
3. Permission for the source control.

Also the stream/components created by the Jazz Admin user. 
But the issue has been same.

Exception is at :
IChangeSetHandle cs = scmService.createChangeSetForStream(targetWorkspace,targetComponent, "Changeset Comment - File content updated", param, IScmService.DELTA_PER_INVOCATION, null);

Can anybody have an idea about this exception.

I am facing same problem how did the problem got solved? and i have given permissions to user

Dependent on where you try to deliver, it might be impossible to do so in a follow up action.
The permission a follow up action runs in is based on the context of the user that triggered the execution (the current user).
