Lifecycle Query Engine is not configured

I just upgraded from CLM 6.0.3 to CLM 6.0.4 with iFix004.  LQE was working nicely prior to the upgrade.  It was successfully upgraded on the Staging Server.  now with the Production server even though the upgrade was successful and then lqe upgrade logs show no errors, my LQE Admin screens states "Lifecycle Query Engine is not configured to index data from any data sources".  I checked the lqe.key and the was migrated over successfully.  I stopped LQE and recopied it over anyway and then restarted LQE and still no fix.  After the upgrade I did run through the configuration step to "add new resources" and that worked.  But when I bring up LQE admin, the screen is empty and the message "Lifecycle Query Engine is not configured to index data from any data sources" is displayed at the top.  What am I missing?
