"Deliver" operation is not executed in response to an addition of a component with content?

Environment: RTC 6.0.2 ifix09

1) Create a new component and load the component with content a root folder with a name, equal to the component name.
2) Add a file to that component.
3) Execute "Check in and Deliver" by clicking on the "Unresolved" folder in the "Pending Changes" view.
     Add a comment and associate a work item.

Result:
The operation is executed successfully without calling the "com.ibm.team.scm.server.deliver" operation!

If I modify the file in that component and repeat the above steps, the operation "com.ibm.team.scm.server.deliver" is now executed.

Do you know why the deliver operation is not called in the very first time when a file is added under version control with a brand new component owning that file?
