I don't think there is any way you can access to the source code if it is not open to the user(those Extra utility such as RQMURLUtility has the source code included). Usually those reports are BIRT reports and in theory using Eclipse BIRT, you may customize the reports, but for RQM, I know it is not officially support(you can search for RQM BIRT custom report in jazz.net forum and see how other users tried). Other option would use Insight to customize the report but that would need license for Insight and it is not an easy approach.
The best option is to use Report Builder(JRS) coming with CLM v6.x and see if you can create a custom report at your own needs.
