 I have a project that has sensitive data and does not want any attributes in the work item creation email to be sent other than ID, Type, Summary, Team, Filed Against and Status

  Is the creation email the same as the change email?

For this particular purpose, you need to modify both the Work Item Change Notification and
Work Item Aggregate Changes Notification templates.

If you check the email subject in the template, you will notice the variable ${changes.isCreation} which is used for determining whether the change is "creation".
