Mandating users to change workitem status

 We have a specific workitem type which all the users refer to but they don't change the lifecycle status from New to In Progress or In Progress to Complete.


How can we mandate the users to make sure they change the status and complete the workflow for that workitem.

We are using RTC 6.0.2.

User education?

Seriously, how can the application know which work item should be at which state? If everything is done automatically, I don't see the need of user interactions at all.

Maybe you can explain the situation a bit more in details?
