Can we start data collection jobs for only specific projects so that it will consume less time than running all Data Collection Jobs for all Projects?. Can we limit it through any way ?

I don't think per project collection is possible.   I help manage what I think is a large deployment of RTC, QM, DNG with DCC's for each JTS.   Collections for most are once / day, but there are a few that run on intervals.   The majority of DCC jobs are in the seconds to minutes range.  Only the Work Items jobs run longer than 1h.
