RTC Build System Toolkit on Jenkins

I try to follow the instructions at https://jazz.net/help-dev/clm/index.jsp?topic=%2Fcom.ibm.jazz.install.doc%2Ftopics%2Ft_install_build_toolkit.html to install RTC with Jenkins (see https://wiki.jenkins-ci.org/display/JENKINS/Team+Concert+Plugin). The available download from https://download.jazz.net/mirror/downloads/rational-team-concert/4.0.3/4.0.3/RTC-BuildSystem-Toolkit-repo-4.0.3.zip?tjazz=JIR12hW854V8ZB2uu1A99Kln96ijGy (nor any of the newer versions of the zip) does not seem to contain anything described in those instruction pages. Am I downloading the right artifact though?

You can download RTC Build System Toolkit from https://jazz.net/downloads/rational-team-concert/ by selecting the release you need and go to the All Downloads tab.
The latest formal version is 6.0.3 which is available at https://jazz.net/downloads/rational-team-concert/releases/6.0.3?p=allDownloads
