How can I create a plan for specific Work items

I need to create a plan for specific Work items. We have defined a Work item type called Theme.
I want to be able to have a plan for those items not based on Sprints. What is the best way to create such a plan?

RTC Plans are basically work item queries and they are basically always based on an owner and an iteration. There are no plans without iterations.

You can use expressions to filter away things such as other types. You can simply use work item queries for only the types you want to see. That is pretty much what you can do as far as I can tell.
