Receiving error clicking on url in spreadsheet

An individual created a program to export RTC Export Items and then make updates and re-import the Action Items. 

He has a url to access the data in RTC.  When you click on this URL  you get the following error:

Java.net.socket exception, error occurred when processing Oauth authorization.  I also got the following error:

Unable to open https://aur-cap-jts01.raytheon.ctr.nro.ic.gov:9443/rs/query/363/dataserve?limit=i&basic Authentication

enabled=truereport=355 cannot download information.

does anyone know why this error is occurring?

That URL points to a JRS report. Are you sure it works that way?

I would also point out that this is not a question for this forum to answer. This is rather a question to ask the developer of the Excel thing.

Or maybe that is an exported report, in which case I would consider to run the report again. Or make sure the report is still there and not deleted.
